Below for your
information is an extract from the email received from Walter
Monsour, Chief Administrative Officer, Office of the
Mayor-President, City of Baton Rouge, Parish of East Baton Rouge,
regarding changes in the garbage collection:
“At the present time, we are experiencing some difficulties with the
collection of residential solid waste in East Baton Rouge Parish as
a result of the population increase due to Hurricane Katrina.
Residential garbage volumes have increased by over 40% in the 2-week
period following the storm. Additionally, BFI trucks have
experienced delays created by a significant increase in traffic
congestion. Primarily the difficulties are occurring on the first
pickup day (Mon-Wed), as those days are typically high volume days.
In order to resolve these delays, beginning
Monday,
September 19, 2005, we will commence with the following changes in
our collection procedures.
1.
The contract requires that all residential solid waste
generated by the citizens of East Baton Rouge must go to North
Landfill. Due to permit requirements, we have limited hours of
operation at North Landfill. Our operating hours are 7AM to 7PM
during the week. However, these hours are during the peak traffic
hours and only provide a limited amount of relief to the enormous
increase in volume that we have seen.
A starting time
of 5AM during the week will go into effect on Monday, September 19.
2.
The contract with BFI limits the hours in which they
can operate their trucks in the Parish. The contract allows them to
operate from 5AM to 8PM. Again, due the increased traffic that
occurs during this time as well as noise considerations, they are
currently limited in their options which would include operating
night/early morning shifts in times when traffic congestion is
increased. Waving these restrictions would allow them to run more
shifts during the times in which the traffic congestion is decreased
thereby increasing the likelihood of completing service on the
scheduled collection day.
Accordingly, I
have authorized BFI to begin 3 hours earlier starting at 2AM
effective Monday, September 19.
“We are working hard to find a solution. Equipment is not a
problem. BFI has added 15 new rear-load trucks and have more trucks
on the way to assist with the increased volumes. However, the
personnel issue is more complicated, as they must recruit and train
as many as 15 additional drivers to help alleviate the problems.
They have a team of recruiters in from other divisions to assist
then in hiring more drivers. The hiring process (background check,
drug screens and training) can take as much as 21 days to complete
which does not give us any immediate help. In the next couple of
weeks, residents may experience slight delays in collection on the
first collection day of the week (Monday, Tuesday,
Wednesday). If we are unable to complete
collection on the scheduled day, BFI will make sure to dispatch
their trucks to the uncompleted route first thing the next morning
with a goal of completing that route by no later than 12:00 PM the
next day.
“These changes are being made with the goal of a) being able to
pick up garbage on the assigned days, and b) hopefully relieving
some of our traffic concerns.”

This is a little reminder that when times get tough that the
best and the worst in people get magnified. Unfortunately I
have to report about the later. At about 2:30 pm Friday
(9-9-05) a late 90's model ford bronco that was tan colored
backed into my carport and was going to cut the chain on my
generator. He, a white man in his late twenty's to early
thirty's, was startled by my daughter, whom I am sure he did not
know was home, and jumped back in his SUV and sped out of here
without closing the back. So if anyone has seen this human
debris or his SUV keep a close eye on him.
Dear board member I would suggest that you get this account out
to every one you can as soon as possible in case this person
thinks Plantation Trace Sub is an easy pickens kind of place.

A.J. & Stacie Nola's home had a major fire around 7:30 am.
Nobody was hurt, but there was extensive damage to the home and
could have been much worse.

The theft was discovered Saturday morning at 7:30, 3/19.
Police have been notified.

 | Zoning Changes Coming
A proposed rezoning
would clear the way for residential development on 7.5 acres on
the south side of
Highland Road, between LSU Avenue and Delgado Street. New
Orleans-based developer Earl Weber is proposing
five houses and
thirty-seven condos on the property, which would require
a change from quarter-acre single-family zoning to small planned
unit development (SPUD), which allows higher density. Weber
would build the houses on spec in a country French style, with
driveways connecting directly to Highland. They would be about
3,000 square feet and sell for upwards of $400,000. The condos
would be in back, facing a man-made lake beside Bayou Fountain.
They would be 1,400 to 2,000 square feet and sell from $200,000
to $300,000, with LSU professors as the target market. Weber's
company currently has $200 million under development across the
Gulf South, including several other south Baton Rouge condo
projects.Weber says he paid $800,000 for the Highland property
-- just over $100,000 per acre -- although the clerk of court
says it does not yet have a record of the sale. The Planning
Commission will be hear Weber's application Jan. 24. (Hal

 | Rental Property Updates
The PTRA board has recently met as a group and has also met
with many others in the subdivision and outside of the subdivision
about the increase in illegal rental properties within community.
We have drawn up some guidelines for prospective buyers, realtors
and renters that explain our position against illegal rental
situations and our desire to have all properties conform to zoning
standards.

As you are probably aware,
residential neighborhoods throughout South Baton Rouge have been
plagued with the blight of rental properties. Some of this
activity is legitimate and acceptable (single-family dwelling),
but the rest of it is ILLEGAL, that is, AGAINST THE LAW.
Carl Blyskal, one
of our residents here in Plantation Trace, has been charged
with heading up the related action on our behalf to develop a
successful strategy to not only remove the illegal rental
activity, but to prevent its recurrence in the future. The
law is on our side as homeowners seeking the quality of
life that A-1 Single Family Zoning represents. Zoning is
designed to preserve and protect the intended use of property.
Carl has been working hard to resolve the most effective
approach for getting these laws ENFORCED.
The issue of A-1 zoned properties
being rented out illegally has received spotlight-level
attention recently. Carl has been featured through full-length
interviews in the Baton Rouge Business Report, as well as a
televised appearance on the WAFB 6pm Newscast with Jennifer
Hale. It is clear that he has been instrumental in developing
the level of momentum which now swells around the topic. Let's
get behind the issue, and provide the support it deserves! It
would be a shame to lose this momentum. Instead, let's build on
it and get this done right once and for all.
